This extremely rare example was government specified in '54 for the US naval base in San Francisco specifically for carrying troops and prisoners. It came from ford with the windows installed and two additional bench seats in the rear. from what I know only three panels we're ordered in this spec and we're positioned at other bases.  
It has had a complete ground up restoration and modernization that makes this panel a dream to drive with only 40. 00 highway miles since build. Please see photos from the San Fran base when it was found to understand how thorough the build was.
