Body No rust but needs painting

New spark plugs. leads. distributor cap. air filter. oil filter etc
Why is there surface rust on the bonnet. roof and boot …. well. it goes like this……
The car is nearly 47 years old and it still has its original paint.
Many years ago. when the car was placed in storage dust and fertiliser (I think) had blown in and settled on the top surfaces. Unfortunately this went unnoticed for a few months and so the paint was damaged. You will notice that the paint on the side panels is rather nice. the dust didn't settle there !
A family member then tried to sand back some areas but messed it up even further (see last 3 pictures).
It is unusual to see a complete original car with a mint condition interior. no body rust. no mechanical issues. but in desperate need of paint.
The previous owner indicated the car was in a Victorian museum for many years and so the low mileage makes sense. I do not have the original books so I cannot back it up with dates or proof …. However. from the condition of the interior it is obviously a very low mileage car…….
